What about the other 22 or so culprits who are not sitting parliamentarians? There are about 3 MNAs (Shahbaz, Sana and i think Asif) the rest are police officers including gullu butt. Moreover i think if a court hands down order then FIR must be registered and doesn't need approval of speaker.
