In future China may develop a multi-role platform based on C-919. We need ELINT/SIGINT/EW/Jamming aircraft & future C-919 would be a good candidate.

This is not a good enough reason. There should be more radars in C, Ku, S, VHF/UHF bands so we have different wave lengths, better detection with reduced jamming.
