    Undoubtedly the major counter for a fighter is still another fighter, (akin to how tank were the best counter for tanks in WWII), but I would not rule out creative asymmetrical responses totally and I definitely would not rule out tactical asymmetry.

    I think you are over-estimating the closeness of the NATO alliance. How many countries ditched NATO when the US went to war in Iraq? A Israeli attack on Turkey would be twice as controversial and three times as dangerous. Iraq was sort of a defenceless country.
