I doubt it has anything to do with size. It's more of a C2 method. So instead of 4 degrees "chain-of-command" (Base-Division-Regiment-Squadron) it will be 3 (Base-Brigade-Squadron).

He calls it HQ-17 but i think it is FM-2000. I assume FM-2000 is the export version of the HQ-17 then? Only that this one is based on wheels.
