Yes I agree with your second opinion....because Chinese companies are supplying arms to most of African and under developing states like Pak, BD, Sri Lanka & GCC as well.... Pakistan is 3rd largest buyer of Arms in 2013 and our most of the imports are from China so I must say they exclude them...

Yes, I think this time may be deal finalized because KSA is changing its foreign policy (Iran & USA) and 2 delegation visit in the a month ( Foreign Minister & Deputy Def. Minister)..... Another point is that KSA want Pakistan to be a part of GCC Force which they have plan and most of the GCC...
