It is not BCCI. Just see the past 5 or 6 years. there are many reasons and it started with Mumbai, then with terrorist attack on SL team, and then politics. So you cannot blame BCCI.
Now in this world 'real deal' doesn't matter much. Now tell me how many board want to play India and how many Pakistan. You will get the correct picture.

People have to realize that 80% of cricket money is generated from India. Influence comes with money and not by forming useless 'blocks'. Until the time India generates majority of the money, its influence will stay.
Now this discussion will go nowhere. Bangladesh is a friendly country for India. India want as much good relations with Bangladesh as Bangladesh with India. Nobody is doing the other party any favour.
Investment is not only about money but is also about technology. Moreover, only fool would reject an extra $2 billion that would free your own money for other purpose or even for additional investments where it is hard to attract foreign investments.
