I think going out of Pakistan with Turkish airlines you require a test, however coming from lets say USA to Pakistan, you don't need a test. My friend just traveled that way.

Different airlines have different requirements. I think Turkish airline doesn't have Covid PCR requirement, which also makes it unsafe.

India is the biggest recipient of aid $$ given its population, so this doesn't come as a surprise.
