    It did not leave illegal (perhaps some part of it) for the most, the money circulated and was used to pay for the imports (goods machinery etc.), remitting money out of pakistan (corporations, individuals). The important part is that the money could have had better uses, instead we gave up...

    no you are misinterpreting his statement he is the first tourist after the restriction was lifted (meaning that he did not have to get a permit) not that he is the first foreign tourist ever. The restriction was for AJK not for GB. Plenty of foreigners have got permits yes they have complained...
