There are cultural reasons for the lack of education in Pakistan. There are a lot of tribal communities in Pakistan who are not interested in education or hard work.

You do realize that Maharashtra and Gujarat are also economic powerhouses and the people of both states do not speak Dravidian languages. There is no need for further partition because India is a federal state where every state has the right to follow its own politics unlike China.
