The question here is not of striking, as both Pakistan and India has that capacity, the critical thing is that what response you could expect from the enemy, that really dictates the planning and forces you to change the decisions, just as in the case of recent hype of indian surgical strikes...

For a moment let us assume Pakistan can't stop India at that time, then why did India refrain from strikes. I hope the answer is pretty clear.
