Most of the chinese (oversea) don't care about politic in their country. You can't expect them to know the foreign policy of china toward other nations.
Singapore is slightly 'better' than HK, i think living in 'bird' cage is illegal in SG. Even SG have their own problems, but their gov have done a good job.
