The one in Germany was seen outside the 5th, so work is certainly progressing. The German 'Flugzeugforum' had this picture, courtesy of mr.Il76. It did an engine run. Lots of hobs and knobs, bells and whistles. So yes, it is modified with some extra surveillance gear :-)

Found a shot of the F-6 outside the Air War College. It turns out to be 1606, formerly stored in the grounds of PAF museum.

15-207 could not be the one that crashed in 2016, it was seen during the rehearsals for the Pakistan Day parade March 2017. See the photographs on the previous page... Furthermore, the video discussed earlier shows 17-234, but see this shot of 16-235...
