They have too many Gripens as it is (and/or too few pilots). The Gripen/Hawk combo leaves little room for the JF-17 I think. It was a political deal, the SAAF would rather have had M2000 to ease transition from the Mirage 3.
So the situation with the Block II production could be like this:
2P-51 to 2P-59 > PAF 18-251 to 18-256, 19-257 to 19-259
2P-60 > Neelum-1 to Nigeria?
2P-61 to 2P-64 > 1x Neelum-2 to Nigeria, 3x to PAF 19-260/19-262 (to make up 12)?
Then onward in the 2P-sequence with B-models (B-suffix)?

The Chinese have a system, as far as I can ascertain, using prefix for the type followed by a batch and sequence number.
Prototypes do not have a batch number, so after the prefix usually have some zeros and then a sequence number.

One question. The red sign on the Air Traffic control building reads "... JF-17 BLK III SINGLE SEAT AIRCRAFT"
that would only make sense if there is also a JF-17 block III DUAL seat aircraft in existance, or is that just hope & semantics?

CAC 02 f/f 7 December 2017 is still in China
CAC 03 f/f 3 August 2018 became 19-602
These three do not have 2P-numbers, those are only used by PAC as far as I know.

I have not seen any photographs of 2P-65B and 2P-66B yet? Any recent images of those?
So far, I have assumed them to be 19-603/604 :-)
With regard to 19-602 at PAC, that is aircraft #3 in the over-all count, while CAC "02" is aircraft #2 and still in China ;-)
My best guess:
601 to 604 (2P-63B to 2P-66B probably assigned but not noted?)
2 assembled in China, two of these are former prototypes 01 (17-601) and 03 (19-602)
2 assembled in Pakistan but at least one also seen in China (19-604)
Note: prototype 02 is still in China with CAC
2P-67B to 2P-70B...
All the centre fuselages and parts of the tail as well as some other parts are built in Pakistan I think (could be that the first dual prototypes were fully produced in China).
Production/assembly for Pakistan is done by PAC Kamra.
Production/assembly for some foreign customers could be handled...

Well, if I understand correctly, the 2019 batch stops at 262 because after the first 50 Block II were ordered, the follow-on order consisted of twelve aircraft. Because 2P62 was already under construction this year that will constitute the last one and likely be 19?-262...
