The highest budget allocation is to the military. Then whatever is left is divided into a different heads. Remaining budget allocation is for the entire country and federation also has to share a portion of it with provinces. Running a country with whatever is left is not...
Actually the solution to the problem is very simple. Military should do what it is supposed to do defend the country and leave the politics to the civilians. The civilians should do what they are supposed to do improve legislation and economy.
