Be practical. They are stranded in water after their boat sunk. It's illegal to shoot at them on suspicion of them carrying a weapon while they are about to drown. And there's no way they can swim to any shore from there, nor do they pose a risk to anyone from their position.

They haven't forfeited anything. The restrictions that apply to the world, at UN, Geneva Conventions, Amnesty International, etc, do not apply to Israel. They can do this again and again without impunity. A historical record of 700+ UN condemnations against this country for human rights abuses...
I feel like US has less control over this situation, in the sense that it is Israel deciding how far to escalate the conflict, not the US. The only thing US can do is decide how much it wants to support its Israeli asset (which ofcourse will be full support, as always).
