    Actually the location not maybe all that bad considering access, coastal area depth, and local infrastructure. I don't know a lot about location selection, but there are just so many rivers that flows to sea in Bangladesh that it would be hard to select a location far away from a river.

    Threatening companies with legal actions for not setting up shops/buildings is not a prudent way to go about. You reach out to those companies to find out about their concerns and see if you can do something about it. These companies will bring in jobs and more export $.
