All PAF needs to do is parade all of its twin seaters for a pic or video which would be really embarrassing for India. Why would they do that? -- they had once done that for a larger fleet (Mirages?). The dual seater F-16s would not be too many. This matter would be easily settled!

The aircraft may have landed safely but could not participate in the war. How is that different from a kill that you describe -- the particular air threat was removed. Objective achieved. So what if it was repaired and put back into service? Even crashed fighters are eventually replaced.
