Well most states in west , north and north east of India do use Hindi .
But dravidian languages are very different and there is no utility of learning hindi over english for south Indians. However you can find lot of south indians in big cities of south speaking hindi .
How does that amount to a better system ? What helped you to get your first job ? Something which you learned while preparing for the boards or something which you learned in college ?
And why was board tough ? Because of the vast syllabus or the difficulty of the questions ?
It is a good policy . There are many other reforms like giving extra curricular activities more weightage , and if you drop out of UG programme on first year you get a certificate , after secone year you get a diploma , after 3rd year you get the degree .
