It won't be a full fledged EW-variant like the J-16D. J-10 has only one engine and won't be able to generate the power a twin-engined fighter could. However it will be focused on EW compared to standard J-10C, which is good enough for most countries.

There are a lot of dangerous wildlife in that area like tigers and bears if I am not mistaken. Even not accounting for animals, the terrain is treacherous.
Old type with limited use, unlike the J-8 which could be used for reconnaissance and interception of cruise missiles. I think they should be retired asap.
