it's actually not striking, Baghdad wants to return ISF presence to Kirkuk which is lawful. If Peshmerga decide to respond to such a move with aggression then KRG is the aggressor, Abadi has been doing a lot to make this known to world leaders to put Baghdad on the good side which is the case...
