As a Hyderabadi i can say for a week after bomb blast we will be in its effect . We forget all and we literally dont care such warnings and bomb blasts in other cities of india . Although CIA does scare people .

they want to say we are spying on you . Btw do you get afraid in pakistan that bomb blasts take place ? Many deaths occur due to many reasons like accidents , natural disasters etc and fearing for a bomb blast is useless .

when submarines are harder to detect , how can we send signals to it and control it at longer distances and depths ? We dont even have good R/c Vehicles and UAVs . Its highly difficult to control such a vehicle and firing missile with out human interference .

Pakistan is self collapsing wrt to economy & security . So we are not making a move despite provoked by our enemy . Coming to your question , if iam not wrong they are encouraged by China to keep India engaged . They will soon have to withdraw their troops away from border considering the burden...
