I'm not sure about the 2015 target. We haven't started anything. We yet build a launch vehicle capable of launching a manned mission. No start on the spacecraft. No astronaut training programs. etc Btw, just curious; is there any plan for Japan or EU to sent a manned mission.

What will India do in such a situation. If there is a war between India and Pakistan, i'm absolutely sure that China won't be there to help Pakistan or make use of the situation. Nobody wants a war and nobody is waiting for a war. No one here want to see everlasting tears from fathers, mothers, widows and hapless children. But when everything fails when every peace talks fails, there is only one solution. Something that created by a war has to end with war itself.

Certain peace can only be attained through a war.
