I doubt Indian govt is "happy". China is not expanding militarily but economic influence is spreading from South Asia to Africa. Safe trade routes are important for a trade empire like China. You don't need military bases to spread your geopolitical influence

Also after the deaths of Kalawela and Chittaraja they were deified and worshipped. Temples were built for those two and were main deities worshipped in SL before Buddhism arrived but they are still worshipped in some rural areas

OPVs would be useful for taking down drug smuggling ,piracy ,Human trafficing etc. OPVs have range and can be armed to pack quite a punch. Fast Patrol Craft are much more useful when catching illegal fishermen
