The red curve is just a normal distribution, also known as probability density function, of all the average scores. The y-axis, if it exists at all, doesn't really matter because the x-axis contains the most relevant data to our discussion--the average score.

There are two green squares. The one on the right with a higher number is China. The other one on the left is Vietnam. I'm sure Vietnam students are very smart but the graph clearly puts China higher.
