What is unclear from this article, is that the same set of satellites is being used for military surveillance and commercial GPS triangulation systems. They should be handled by different sets of satellites, IMO.

I have to agree with the human rights watch on this issue. Our police system is still living in the medieval ages, and functions perpendicular to the judicial system most of the time! It needs to be changed urgently.
