Yes. If there is peace then what happens to fledgling MilInd complexes on both sides? I am afraid defence forces on both will lose all their charm if there is no rivalry.

Attack helicopters are usually fronters for an advancing armoured/road mobile missile column. So in the usual requirement they should fly low, which because of ground noise makes them as it is very very hard to detect. If they fly high the enemy aircraft can easily knock them out. I don't know...
