I would agree with you but will also add there needs to be a will and a consensus of its citizens that this indeed is its own problem and that it needs to be eliminated/resolved once and for all.

Sounds like the people living in Hyd have done the right thing by running their own affairs in a country where the govt is least interested in the welfare of its own citizens.
