THAAD surely uses hit-to-kill, but Arrow :undecided: uses explosive kill. PAC is mainly SAM with limited anti-ballastic capability. As wiki suggest AAD have kinetic kill so you are wright but explosive kill gives more accuracy especially in missile-kill. Thats why PAD uses proximity detonation.
