These so called ministers are generally clue-less. Half awake and pre-dominently brain dead. They have money so come to power, otherwise, they don't deserve even becoming a "chaprasi"
When I see Indian media reporting about Pakistan, I start hating India. All my hopes to become friends or at least have working relationship with India become doomed. Pathetic Indian media.
This Minister of Science and Technology is drunk or something. Somebody ask him: How much your ministry, Ministry of science and technology has done to promote science in Pakistan. I wonder from where he cranked this 90% figure. I'm seriously concerned about this guys mental health.
I think J-31 will be the ultimate replacement of F-16. But it is FAR from ready. Chinese are looking for joint program with Pakistan with some investment from Pakistan. However, Pakistan does not have cash for that. Also J-31 is not Chinese priority, they are busy finalizing their J-20. I think...

I'm not denying the efforts made for Kaveri engine, but there is significant difference in effort and money being put for respective programs. I think Chinese are putting more effort towards that.
I knew that from very beginning, but Kaveri is not a very successful program...

I think you haven't heard the name of WS-13A/E, by the time India produces licensed copies of Americans engines, China will have their own engine.
