On the contrary rupee strengthened between 2004 and 2007, though I think a relatively weak rupee is good for Indian export. That was also a time of high inflation.

For compound rate, the time will take 72/11=6.5 years to double. 11% = 7% real growth (adjusted with dollar)+ 4% inflation. So, I think the prediction is quite risk free. It must be the lowest.
