Unlike Egypt Pakistan has always had real security concerns. So the responsibilty for people has become ingrained in its military psyche.

Perhaps that would have been reasonable, but exactly when does a govt hold early elections? Is it when a few thousands protest against a government or when it's convinced that its policies are not supported by majority people?

These guys didn't resign because they were convinced that majority people didn't want them but for the situation not to deteriorate or go out of control. btw, who counted the 20 million people?
