Mistral is not important. It's merely an amphibious assault ship. Russia has cruisers that can serve as flagships.

These ships are not priority. They are not surface combatants. Russia has plenty of ways to transport troops. Priority is on modernizing destroyers and frigates and subs. The first Ivan Gren commissions this year and the second one has been ordered.
