C programming is technically mandatory at college level, thanks to the subject called ICT (which all students must take) but there is a severe lack of trained teachers in colleges so we didn't learn anything worthwhile. The teachers are only interested in passing the students, nothing more...

Its more likely that he is a BCL (chatra league) cadre residing is UK. so for all intents and purposes, its pretty much his job to do so (praise the government), regardless of whether they do right or wrong.
