BMD is not a tried and tested concept. There are too many factors and reliability issues involved. It would be dangerous for the adversary to assume only a saturation attack can penetrate the defence (giving the capability of the AShBM the benefit of the doubt).

I think the word terrorism sounds too...American for me. I don't believe (correct me if I'm wrong) that the Chinese leaders have referred to any such groups in China as terrorist, just separatists.

The missiles pointing at Taiwan is more an added insurance (in case some nut-case take presidency and declare independence) than a threat. China is already starting to win Taiwan over by economic integration.
