It is 0.9% of the 15+ age group, not 0.9% of those who enter secondary
school.
In fact, all of the percentages are of the 15+ population in all countries
compared.
Bottom line: It means that there is a great education divide...most of the literate have just basic primary education and very very few get to the college level.

Am still unable to figure this out. If only 0.9% Indians aged 15 and above are completely secondary education, how come 5.9% of Indians aged 15 and above manage to enroll in tertiary education?
Or are you trying to say that, only 5.9% of the 0.9% Indians who complete secondary , enrol into tertiary education.?
