This map depicts Main Op Bases(MOBs) and Forward Op bases(FOBs) from where the runway length is sufficient enough to take fighter operations. Gilgits runway length is only around 5400 feet and fighter op is not possible from there as they require minimum of 9000 feet runway. You can also see that they havent shown PAF Lower Topa and Kalabagh as well because these are not flying bases. I think the only fighter capable airfield missing from this map is Skurdu. Another thing to note is that it shows Quetta and Samungli saperately, its not right.
