It's people's own choice, it's true less and less woman espicially young girls choose not to wear head scarfs, but the same is also true in neighobring Kazakhstan which shares the closest conncetion with Xinjiang than any other place in the world, burqas was never traditionally an Uighur dressing style, it's only imported from MD in recent decades.
Old men are spared but younger ones are not allowed the islamic style of beard.. ie. no stache, long beard, like these ones:
